As delegates gather in Cairo for a conference to discuss "the protection and restitution of cultural heritage", I wonder if delegates will consider Bulgaria, a country apparently unrepresented at the meeting. So spare a thought for Bulgaria and its claims on the Pazardzhik Byzantine silver hoard.
