As delegates gather in Cairo for a conference to discuss "the protection and restitution of cultural heritage", I wonder if delegates will consider Bulgaria, a country apparently unrepresented at the meeting. While it is important to air concerns over cultural property that left the countries of origin some years ago, there is an important issue relating to continuing looting. So spare a thought for Bulgaria and its claims on the Pazardzhik Byzantine silver hoard.
